Sub:    Threat of sabotage to the installations of Doordarshan-reg.

----

 

In view of the increased threat perception of Doordarshan installations and threat of terror attacks in India on Government premises, Doordarshan installations situated at the length & breadth of the country are vulnerable to sabotage by disgruntled elements. Thus, the prevailing situation warrants utter vigilance and tightening of security at all the installations of Doordarshan taking into consideration the sensitive nature of it’s premises especially being a Public Broadcaster.

 

2.         It is therefore, requested that the following stringent security measures are required to be exercised by all concerned for the security and safety of man, material and spirit:

i)          Identity cards issued to all the employees of Directorate General: Doordarshan, Doordarshan Kendra & DD News by Security Wing of this Directorate or otherwise may be displayed on person while entering the premises of Doordarshan Bhawan Complex as per instructions circulated vide Asst. DG (Scty.) Circular of even No. dated 2nd January, 2006.

ii)                       100% check of Identity Cards will be carried out by the Security Staff at every access gates to the premises and Towers. To avoid inconvenience, it is advisable to display the I Cards on person. Entry will be denied to the officials, if I Card is not displayed in person of not shown to the Security Staff on duty while gaining entry inside the Doordarshan Bhawan Complex. All officials are therefore, requested not to argue with Security Personnel and to co-operate with Security Staff for safety and security of all.

iii)                     All the officials of DG: DD, DDK & DD News, who do not have legitimate entry passes may get a casual pass issued from the concerned Reception Officer at the Reception for gaining entry inside the Complex.

iv)                    Every person entering inside DDB Complex will be frisked by on duty TFSS/Security Staff.

v)                      All official/private vehicles should display their entry permit on the windscreen.  They should enter only from the authorized gates and the occupants must also display their Identity Card to Security Personnel.

vi)                    All the official/private vehicles gaining entry inside the DDB Complex will be checked thoroughly before allowing entry inside the premises.

vii)                   Outgoing vehicles should not carry any material stores without permission of competent authorities i.e. authorized gate pass.  All the vehicle entering/outgoing the premises are liable to be checked by the TFSS/Security Staff.

viii)                Only authorized visitors will be allowed by the Reception Staff to visit inside the DDB Complex, that to only on the express written request from the authorized officials of this Directorate, DDK & DD News.  Visitors will not be allowed to carry any type carry bags with them.

ix)                    The officials working with the Organization inside DDB Complex are requested not to loiter around in the premises after duty hours.

x)                      Unidentified bag, parcel, article, etc., if noticed, should not be fiddled with.  If any such unclaimed article is noticed, it should be immediately brought to the notice of Security Staff /ADG (Security) DG: DD/Civil Police (Telephone No. 100).

xi)                    If any person found loitering suspiciously inside the DDB Complex, it should be immediately brought to the notice of Security Staff/ ADG (Security) and by the time Security Staff apprehends the intruder, a vigil must be kept on his movements.

xii)                  Heaps of junk, obsolete material including old vehicles, construction material and other miscellaneous objects, if any, lying in the Corridors and open space inside the complex are not only a security risk but also a fire hazard.  Therefore, the concerned offices located in DDB Complex are requested to clear/dispose off the unwanted material on top priority to avoid any untoward incident.

xiii)                Caretaking units of DDB Complex is to be instructed to carry out intensive checking of toilets and other public places for any suspicious objects. Besides, Roof Tops of DDB Complex buildings may be cleared immediately.

 

 

3.            Security personnel have been categorically directed to be polite and courteous while discharging their duties and dealing with the officers/staff members and guests.  But since the object of security cannot be achieved with the lone efforts of security personnel and limited resources, all the officials are requested to co-operate with the security staff in discharging above duties.
