Note : On the above rates, Service Tax will be charged as applicable (existing rate is 12.36 % w.e.f 11.5.2007)
General Instructions :
1) Booking should be for a minimum period of Seven days at a time.
2) The client /Agency who would be coming to HPT/LPT for advertising their products and services would be entitled for 10 % discount on normal rate.
3) Above rates would be applicable for messages comprising of maximum of
25 words for running cycle of 24 hours. There would be no commitment with regard to number of exposures during the running cycle of 24 hours.
4) In case of advertisers opting for longer messages, higher rate shall be charged on pro-rata basis.
5) a) Scrollers shall not run during such periods when sponsored programmes, news, special broadcasts (such as live telecast from Parliament, messages of President and Prime Minister, Cricket matches etc.) are being aired or when Doordarshan does not consider appropriate to telecast such messages due to programme exigencies.
b) Scrollers shall also not be run over any full screen advertisement for which Doordarshan has already been paid.
6) No rebate shall be allowed on bulk booking.
7) The message should not contain any Audio.
8) Scroller should be at the bottom of the screen and as per the standard specifications currently being followed by Doordarshan for scrollers.
9) Scroller should be strictly as per Doordarshan Programme Code and Advertising Code.
10) Scroller should Not be run in two-line format i.e. the name of the client/ advertiser should Not be kept static in one line while running the information in another line below.
11) The entire information should be run in a single line scroll format.
12) The scroller should be in the form of plain text on black colour strip without any border.
13) While placing the scroller bar it should be ensured that the scroll does not overlap or interfere with any other super or scroll going on the screen.
Operationalisation :
A) i) Directors of the Kendra under whose service area a particular HPT/ LPT falls would be responsible for monitoring (on sample basis) whether system of telecast of scrollers is running as per prescribed norms. He would be expected to visit transmitters from time to time for inspections and would also be doing random recordings which is interalia to be crosschecked against actual bookings. If necessary, services of some agencies could be hired.
ii) Director of the Kendra of the concerned service area would also be responsible for providing necessary guidance so as to enable the HPT/LPT to discharge their responsibilities effectively and intimating the telecast schedule of sponsored programmes so as to avoid any possibility of telecast of scrollers during airing of sponsored programmes.
B) The responsibility of the concerned HPT/LPT would be as follows :
i) Procuring business from the market.
ii) Giving necessary help, guidance and service to clients.
iii) The client/Agency can submit the Payment on Demand Draft after deducting 10 % discount on normal rate.
iv) Receiving payment along with service tax (in the form of bank draft only) from clients in advance and executing the orders placed by them with regard to telecast of messages. Draft should be taken in the name of ‘PBBCI-Doordarshan Commercial Service’ payable at New Delhi.
v)Maintaining necessary accounts of amounts received in the following format :

vi) Sending money received from clients to the Director (Commercial), Doordarshan Commercial Service, Doordarshan Bhawan, 1, Copernicus Marg, New Delhi-110001 on monthly basis along with a statement of accounts in the same format as above.
vii) Maintaining a date wise log book of telecast of scrollers in the following format :

viii) Amount once received can not be returned in any circumstances. However, in the event of total non telecast of scroller on any particular day, ‘make good’ should be on the next available day.
